Willey, a left-arm quick, returned figures of 3-45, including the prized wicket of Virat Kohli for a nine-ball duck, after England elected to bowl at Lucknow in search of a victory to cling on to their slim hopes of making the semi-finals.
Fast bowler Chris Woakes and leg-spinner Adil Rashid picked up two wickets each and a spirited performance by the fielders, who threw themselves around to stop runs, made England look a like a different side.
The 2019 champions sit bottom of the 10-team table with four defeats from five matches.
Suryakumar Yadav made a fighting 49 before becoming Willey's third wicket but the tail played out the full 50 overs.
Chris Woakes bowled opener Shubman Gill for nine in the fourth over after England, who sit bottom of the 10-team table, elected to bowl in their bid for victory and keep their slim hopes alive of making the semi-finals.
Woakes got one more to send Shreyas Iyer (four) back to the pavilion for four as India slipped to 40-3 in 12 overs.
Rohit Sharma led India will bat first at the Ekana cricket stadium in Lucknow. The IND vs ENG encounter will see no changes in the playing XI from both sides. The last time these two teams met for an ICC ODI World Cup match in India, the game ended in a draw.
Rohit Sharma-led India will be buoyed by the fact that the hosts are the only team in the tournament without a defeat so far. The Indians would be particularly pleased with a win over New Zealand in the last game, who have been a thorn in the side of the Men in Blue in recent ICC events.
Against the Black Caps, India's bowling and batting were put to the test and came out on top. Similarly, in the batting department, despite losing a couple of quick wickets after a solid opening partnership, Virat Kohli and Ravindra Jadeja's valiant efforts enabled India to chase down the total with ease.
England have won just one of their last five matches in the tournament. The only team they have beaten is Bangladesh (by 137 runs). They lost to New Zealand (by 9 wickets), Afghanistan (by 69 runs), South Africa (by 229 runs) and Sri Lanka (by 8 wickets). Facing the best team in the tournament at this stage won't make things easy for England.
