Union Budget 2025 Expectation Highlights: The industries are looking forward to the Union Budget 2025 and expecting changes from Finance Minister Nirmala Sitharaman. What do industries expect from Finance Minister Nirmala Sitharaman ahead of the upcoming Union Budget 2025? Take a look.

Budget 2025 Date and time

The Finance Minister is expected to present the Union Budget 2025 on February 1, 2025, at 11 a.m. However, there has been no official confirmation from the government. Finance Minister Nirmala Sitharaman will most likely announce the second full-fledged budget of the Modi 3.0 government on the first day of next month.

Sitharaman will present her eighth budget in 2025. Prior to this, she has presented six annual and two interim budgets.

Stock market to remain open on Budget day

The Indian stock market ( BSE and NSE) will remain open on 1 February despite being a Saturday due to the budget announcement.

"On account of the presentation of the Union Budget, Exchange shall be conducting a live trading session on February 1, 2025," said the exchanges in a circular.

The Indian stock market is typically closed on Saturdays and Sundays.

Budget consultations concluded

On January 6, Union Finance Minister Nirmala Sitharaman concluded a month-long consultation with industry and sector stakeholders ahead of the 2025 Budget presentation, PTI reported.

“The consultations started on December 6, 2024. In the course of the in-person consultations, more than 100 invitees across 9 stakeholder groups, including experts and representatives from farmer associations & agriculture economists; trade unions; education & health sector; MSME; trade & services; industry; economists; financial sector & capital markets; as well as, infrastructure, energy and urban sector, participated in the meetings," Finance Ministry said in a statement.

"Budget 2024 had made big changes to the capital gains tax framework, offering both challenges and benefits for investors. Some provisions need a relook. For instance, to streamline the capital gains tax structure by aligning tax rates/ period of holding across various sub-asset classes, for instance, treating international equities the same as domestic equities, debt funds the same as gold funds, and gold funds the same as gold ETFs.

The hike in short-term rates from 15 per cent to 20 per cent and in long-term rates from 10 per cent to 12.5 per cent has raised investor tax liabilities significantly. Since now the LTCG tax on securities is on par with other assets, the Securities Transaction Tax (STT) should be abolished.

Budget 2024 unexpectedly removed the indexation benefit for all long-term investments in debt funds. It is expected that all investments in debt funds made up to 31 March 2023, would qualify for the indexation benefit as per earlier provisions.

Tax implications on the buyback of shares - under the amended provisions, the entire consideration received is treated as dividends and taxed in the hands of the shareholders. It is recommended that the government amend the law to allow the cost of the acquisition of shares as a reduction and tax only the net amount as a dividend."

Indian Biogas Association (IBA) has urged the finance ministry to create blanket corporate tax holidays for compressed biogas (CBG) production in the forthcoming General Budget to attract investment in the sector to promote this renewable energy source.

Earlier this month, in a letter to Finance Minister Nirmala Sitharaman, IBA said that this will act as an incentive for businesses, which are willing to invest in and scale up CBG production, contributing to cleaner energy generation.

"It is proposed that the government create blanket corporate tax holidays for CBG production. In particular, a complete tax waiver should be introduced for CBG producers, which provides tax relief in the initial years of operation," the industry body said.

To reduce litigation, Finance Minister Nirmala Sitharaman in the upcoming Budget may announce an Amnesty Scheme for customs to foster ease of doing business.

"The main asks of the industry would certainly be aligned with the objectives of the government and one objective of the government has been litigation reduction. On that front, having an amnesty scheme for customs especially covering pre-GST legacy taxes like additional duty, special additional duty has been one of the asks of the industry," Price Waterhouse & Co LLP managing director Anurag Sehgal said.

According to EY India, a one-time dispute/litigation resolution/settlement scheme should be introduced under the Customs Law to settle and resolve pending disputes.

"An amnesty scheme, along the lines of Sab ka Vishwas, will be a welcome decision. The industry has been waiting for such a scheme for years to address pending litigation matters under customs," Deloitte India partner Mahesh Jaising said.

Industry body CII has put forward a 10-point specific suggestion before the central government ahead of Budget 2025, to increase Ease of Doing Business in India.

First, the industry body suggested that all regulatory approvals - central, state and local levels - must mandatorily be provided only through the National Single Window System (NSWS), which they believe will help bring about transparency and speed in the processes.

In the first stage, CII suggested that it should be completed for all central ministries within the next six months, followed by bringing on the platform, states, in a phased manner. Union Budget 2025 Expectations Live Updates: A delegation of EPS-95 pensioners met Union Finance Minister Nirmala Sitharaman on January 10 to push their years-long demand for a minimum monthly pension of 7,500 along with dearness allowance (DA) in the coming Union Budget 2025, according to a PTI report.

At present, the minimum monthly pension under the Employees Pension Scheme 1995 (EPS-95) is 1,000. EPS-95 is handed by the EPFO.

“The government should raise the deduction limit for interest payment on home loans from the existing 2 lakh a year to 5 lakh, which will add momentum to the housing sector. We also urge the government to implement tax reliefs in terms of reduction in GST rate along with an input tax credit on under-construction properties. We would also like to see announcements to enhance ease of doing business for the developers to create an overall positive climate for real estate investment," added Sastri.

“These initiatives would not only drive growth in the real estate sector but also stimulate demand around 250 ancillary industries, thereby boosting job creation across these sectors. We also hope that the government will continue to focus on more infrastructure development as it will help drive housing demand across the country."

Overall, the real estate sector plays a pivotal role in the economy, contributing significantly to employment and GDP. Hence, the upcoming budget should introduce measures that will bolster this economic context. One critical aspect that needs urgent attention has been reinstating input tax credit (ITC) for the industry. The budget needs to revisit the input tax credit on GST for the sector as this would help reduce operational costs and improve profitability. Other key areas include tax incentives, easier credit access, rationalising licences and regulations, and other policy support to promote business growth. Another prominent demand of the restaurant sector is granting industry status as this will enable them to get financial benefits such as loans at lower interest rates, special schemes, subsidies, fast track clearance processes for licenses etc. An industry status to the food service sector will also encourage entrepreneurship. Overall, these measures will definitely boost sustained growth of the restaurant industry, which contributes significantly to economic activity."
