The Senior Citizens Savings Scheme (SCSS) is a government-backed savings initiative tailored for senior citizens to ensure a secure and regular income post-retirement. With guaranteed returns, tax benefits, and a straightforward process, it is one of the most reliable financial tools available for retired individuals in India. This scheme is available through Post Offices and authorised banks, providing flexibility and accessibility to investors. Here’s everything you need to know about this scheme.

Features

  1. Tenure and extension: The scheme has a maturity period of 5 years, which can be extended by an additional 3 years. To extend, individuals must submit an application during the last year of the original tenure.
  2. Interest rate: SCSS offers an attractive interest rate of 8.2% per annum, effective from April 1, 2024, and interest is credited quarterly. This regular payout provides steady income for senior citizens.
  3. Deposit limits: Investments start at a minimum of 1,000 with a maximum limit of 30 lakh, in multiples of 1,000.
  4. Nomination facility: Nominees can be added or modified at the time of opening the account or any time later, ensuring family security.
  5. Mode of deposit: Deposits below 1 lakh can be made in cash, while amounts above 1 lakh require payment via cheque.
  6. Premature closure: The scheme allows premature closure with specific penalties. If closed before 1 year, any interest paid is deducted. For closures between 1-2 years, a penalty of 1.5% is levied on the principal. After 2 years, a 1% penalty applies.
  7. Account transfer: SCSS accounts can be easily transferred between Post Offices and authorised banks for convenience.

Eligibility criteria

The following individuals are eligible to open an SCSS account:

  1. Senior citizens (60 years or above): Any individual aged 60 years or older at the time of account opening qualifies to invest in SCSS.
  2. Retired individuals aged 55-60 years: Retired civilian employees aged between 55 and 60 years can open an account if they have retired under Superannuation, Voluntary Retirement Scheme (VRS), or Special VRS. The account must be opened within 1 month of receiving retirement benefits.
  3. Defence services retirees (50-60 years): Retired personnel of Defence Services, excluding civilian defence employees, can open an SCSS account on attaining the age of 50 years. This is subject to fulfilling other specified conditions.
  4. Joint accounts with spouse: SCSS accounts can be opened individually or jointly with a spouse, but the primary account holder (first depositor) will be considered the investor.
  5. Exclusions: Non-Resident Indians (NRIs) and Hindu Undivided Families (HUFs) are not eligible to open an SCSS account.

Section 80C deduction: Deposits made under SCSS qualify for a tax deduction of up to 1.5 lakh per year under Section 80C of the Income Tax Act. This helps reduce taxable income significantly for senior citizens.

Taxability of interest: While the interest earned on SCSS deposits is fully taxable, no TDS (Tax Deducted at Source) is applicable if the annual interest income is below 50,000 for senior citizens. This exemption helps most investors avoid additional tax deductions.

Premature closure

The Senior Citizens Savings Scheme provides the flexibility of premature closure, allowing account holders to withdraw their funds before the scheme's maturity in case of emergencies. However, this is subject to specific conditions:

  1. Before 1 year: Premature closure is allowed, but the interest paid till that date will be deducted from the principal amount.
  2. After 1 year but before 2 years: A penalty of 1.5% of the principal amount is levied on premature closure.
  3. After 2 years: A reduced penalty of 1% of the principal amount is deducted for early closure.
  4. Multiple withdrawals: Only one withdrawal is allowed, and multiple withdrawals from the same account are not permitted.
