Delhi Budget 2025 Key Highlights: Delhi Chief Minister Rekha Gupta on March 25 tabled the Bharatiya Janata Party's (BJP) government's ₹1 lakh crore budget for this financial year.
The allocation marks more than 34 per cent increase compared to the previous budget under the Aam Aadmi Party (AAP) Budget. The last Delhi Budget was presented by the Aam Aadmi Party (AAP) government in March 2023 with an allocation of ₹76,000 crore.
This is the first budget by BJP government after the recent Delhi Legislative Assembly election 2025, which saw the saffron party return to power after 27 years.
Chief Minister Rekha Gupta said that this year, the Delhi budget has ten focus areas, including infrastructure, electricity, roads, and water.
Here are the top 10 highlights from the budget presented by Chief Minister Rekha Gupta, who is also the Finance Minister of Delhi.
Gupta also announced an allocation of ₹5,100 crore for paying ₹ 2,500/month to eligible women as per Mahila Samriddhi Scheme. She also announced ₹2,144 crore for the PM Jan Arogya Yojana.
Chief Minister Gupta proposed ₹28,000 crores for capital expenditure. Gupta also announced that the government will install 50,000 cameras for the safety of women.
The Budget has also allocated ₹1,000 crore for road connectivity and improvements. Additionally, ₹3,800 crore for flyovers and infrastructure development, and ₹1,400 crore under the Chief Minister’s Road Development Fund.
Chief Minister Gupta announced that Atal canteen will be opened in 100 places and ₹100 crore have been allocated for this purpose.
The Chief Minister announced the establishment of a Traders Welfare Board. Gupta also announced that the national capital will organise a Global Investment Summit for the first time.
The Finance Minister announced the allocation of ₹9000 crore for clean water and sanitation in the national capital.
She said GPS systems will be installed in water tankers. She also announced ₹10 crore for expert provision in managing Delhi’s water maintenance.
Gupta announced ₹696 crore for development in slum clusters. She also announced ₹500 crore for sewage treatment plants and ₹250 crore for water treatment plants.
Gupta also announced ₹500 crores for a decentralised sewage plant so that no sewage water goes into the Yamuna River.
Delhi Chief Minister Rekha Gupta invoked Mirza Ghalib in her speech. She cited a couplet by Ghalib which read, “Ik roz apni rooh se poocha, ki dilli kya hai, to yun jawab main keh gaye, yeh duniya mano jism hai aur dilli uski jaan (I asked my soul, ‘What is Delhi?’ It replied: ‘The world is the body, Delhi its soul”)
Gupta also announced ₹100 crore for ‘CM Shri schools’ that will be opened in Delhi on the lines of PM Shri schools. She also proposed ₹750 cr to provide free laptops to 1,200 students who pass class 10th, ₹21 crore for language labs and ₹230 crore for Skill Development.
The Delhi government has allocated ₹6,874 crore for the healthcare sector, which includes plans to establish health and wellness centers and expand the ‘Ayushman Arogya Mandir’ programme.
Chief Minister Rekha Gupta announced in the budget that ₹117 crore will be spent on boosting tourism and branding. There will be programs on fellowship with ₹2 crore.
An international film festival will be organized for the first time in Delhi, for which a provision of ₹30 crore has been made, she said.
Delhi Chief Minister Rekha Gupta accused previous government delayed the plans for Metro Phase-4. As a result, Delhi government has a liability of ₹ 6,000 crore, she said. A budget of ₹2,929 crore has been allocated for the Metro.
CM Rekha Gupta also announced that the public transport system in Delhi will be further strengthened. She said at present Delhi has the world's third largest e-bus fleet. Currently, there are 2,152 electric buses and 5,000 more buses will be added to the fleet.
