The Anti-Terrorism Squad (ATS) of Maharashtra Police has apprehended a resident of Thane on suspicion of spying for Pakistan, a senior official confirmed on Thursday. The accused, whose identity has not been disclosed, was employed by a significant organisation in Mumbai and reportedly fell victim to a sophisticated honey-trap operation orchestrated by a Pakistani agent posing as a woman on social media.
According to the official, the suspect was befriended on Facebook by the agent and subsequently shared sensitive information regarding a critical installation via WhatsApp between November 2024 and March 2025. This breach of national security came to light following a tip-off, prompting the Thane ATS unit to take the individual into custody along with two others. While the two others were released after preliminary inquiries, the primary accused was formally arrested.
The arrest was made under Section 3 of the Official Secrets Act, which addresses offences related to espionage, and Section 61(2) of the Bharatiya Nyaya Sanhita, dealing with criminal conspiracy.
Delhi Police’s Special Cell arrested Kasim, a 34-year-old resident of Gangora village, Rajasthan, on 29 May.
Kasim is accused of collaborating with Pakistani Intelligence Operatives (PIOs) by providing sensitive information related to Indian Army installations and government offices.
Investigations revealed that Kasim had travelled to Pakistan twice—first in August 2024 and again in March 2025—where he reportedly met with officials from Pakistan’s Inter-Services Intelligence (ISI).
Using Indian mobile SIM cards, which were allegedly sent to Pakistan by some Indian nationals, Kasim facilitated communication between PIOs and Indian contacts via WhatsApp to extract classified data.
The case came to light after intelligence inputs in September 2024 indicated that Pakistani agents were using Indian mobile numbers for espionage. Following these leads, a case was registered under relevant sections of law, and Kasim was taken into custody and placed on police remand. Further investigations are underway to dismantle the espionage network involving Pakistani handlers and their Indian collaborators.
In May 2025, Indian security agencies arrested at least 13 individuals suspected of spying for Pakistan, marking a significant crackdown on espionage activities following the April 22 Pahalgam terror attack and India’s subsequent Operation Sindoor.
The arrests spanned multiple states, including Punjab, Haryana, Rajasthan, Uttar Pradesh, and Delhi. Among those detained were a diverse group comprising a YouTuber, security personnel, government employees, students, traders, and businessmen. Haryana-based travel vlogger Jyoti Malhotra, who has a substantial social media following, was arrested for allegedly passing sensitive information to Pakistani intelligence operatives. She was reportedly in contact with a Pakistani official posted at the Pakistan High Commission in New Delhi.
Other arrests included a Rajasthan government employee suspected of spying for Pakistan’s ISI, a CRPF personnel from Delhi named Moti Ram Jat accused of sharing classified national security information with Pakistani handlers since 2023, and a businessman from Uttar Pradesh involved in cross-border smuggling and espionage. Several suspects were found to have been “honey-trapped” or lured via social media, monetary incentives, and false promises.
